The Declaration of Independence had nothing to do with freeing any slaves. You are probably thinking of the Emancipation Proclamation in which Lincoln ordered that slaves be freed in any Confederate state that did not return to the Union by January 1, 1863. The Proclamation did not cover any slaves in Union states.
African slaves and Native Americans were both left out of the Declaration of Independence.
Imperialism leads to independence movements in colonized areas because the fact that they lock them up and make them slaves, gives them a reason to have an independence movement. They wouldn't need an independence movement in the first place if the people who "colonized" them didn't treat them like slaves.
