There is a large customer base that may be better served by education that is "right for the learning need". It may come in the form of on-line education, distance learning opportunities, seminars, etc. - in place of more complex and costly alternatives better suited for traditional classroom delivery.

e.g. Many non-traditional colleges have been very successful in recent years. One can imagine that they serve a much larger portion of the population by providing good enough education, fit for the particular learning objectives.
