At the city and town level, laws are enforced by the local, or municipal, police. At the state level, laws are enforced by State Police, or a Highway Patrol. At the federal level, the whole country, the FBI and CIA take care of enforcing laws. If you're arrested, there's a good chance you'll go to court. There are different courts at the city, state, and federal level as well.

How are laws enforced? The simple answer is that if you commit a crime, you're arrested. There are two basic categories of crime: Felonies and misdemeanors. Felonies are worse, for example, murder, rape, arson, and hit and run. Misdemeanors are lesser crimes, like shoplifting, vandalism, and littering. When you break a law, you will either be arrested, or receive a summons to appear in court. If you resist an arrest, that's a crime. If you fail to appear in court, that's a crime.

If you think you're being wrongly arrested, the worst thing you can do is fight the officer. Just go along with it. You'll have your day in court to fight it.

Unwritten rules are generally traditionions or social norms that people adhere to. An example is some companies have a tradition where people take it cakes on their birthday. There is no rule which says you must do this, so it therefore cannot be enforced. The negative reaction from others for breaking this 'rule', and the individual not wanting to be different from the accepted norm, is what enforces it.

Rules are usually enforced by the police of a state. This can be a tricky proposition, because they sometimes have to use violence and are tempted to abuse this responsibility.
