In the early 20th century. From 1894 to 1917.
Under Czarist rule, the capital of Russia was originally Moscow as the Grand Duchy of Muscovy was the dominant force in Russia at the time of the Ivan III, the first ruler to refer to himself as Czar. Then Czar Peter the Great moved the capital to St. Petersburg. Vladimir Lenin later moved it back to Moscow.
That would be Nicholas II, who abdicated for himself AND his son in 1917. He and his family were killed by the Bolsheviks afterwards.

Byzantium and Russia were different empires with many rulers in their long existence as empires. In Byzantium the emperor was called Autocrat and in the late Russian empire it was called Czar or Tsar.
The people of Russia (apart from land owners and people close to the Tsar) suffered from famine during Tsar Nicholas II rule, as well as working with scarce amount of land. Due to Russia being involved in WWI, peasants and workers suffered as the economy was sinking. Many people died. This caused a huge rebellion in Russia starting the Russian revolutions.
Czar's are similar to kings or emperors. They can improve the land they rule or hurt the citizens living there.
