becos precast girders are not cast in -site and therefore faster. they also available in standard size.
unlike standard concrete which is in a liquid form and poured were it is needed and formed, precast concrete is molded offsite into the form that is required and then shipped to the site where it will be set into place.

Prefabricated is a general term for anything that is assembled in a factory rather than on-site. Precast would be specifically applicable to anything that could be formed in a mold (concrete, perhaps glass, metal, etc.).
A precast concrete panel is: A panel, tile, counter, Fin, wall etc that is usually poured in a controlled manufacturing facility (although it can be poured on site) into a mold of a specific shape. Whether it is mass produced or a custom shape the precast panel is usually finished (sealed) before installation (although, again this also can be done on site). There are 2 ways to istall concrete products: Pour on site or precast and install. There are many pros and cons for each process. Which method to use depends on what the customer/architect/designer/engineer is trying to accomplish.

How safe do you want it? I'm guessing by hollow blocks you are referring to Besser blocks. They are safe and if used correctly in the construction of the house will be fine. However, in England i believe it's extremely hard (if not impossible) to get a mortgage on a property built with them. Precast is a modern form of construction similar to in-situ properties era's long gone :). In-situ being the reference to the fact the walls were formed on site or in place. Precast is formed off site to the specifications of the build and put together on site - hence the name - precast. As for which is strongest... Precast is solid concrete and Besser block is hollow concrete. The house i live in now (to my suprise) is made from Besser block. It looks like a normal solid or double brick home from the front and if i tap the inside of a wall it feels solid to the touch (unlike a brick veneer home) but it gives off a hollow sound. If by safe you mean strong then i'd want precast as it's usually made from reinforced concrete.
