No, it takes time for you to get to know the person. If you want a good relationship then you should really take the time to really get to know them.

It depends... Are you and this girl in a relationship? If so you shouldn't tell her like a few weeks into the relationship but if you have been dating her for a good amount of time i think that only you will know when is best. Though if she is just some friend that you hang out with or don't really even no i would wait and maybe take her out on a date because as a girl she would feel really overwhelmed.
