I would call that a society without a good legal system. Frivolous refers to suits that lack legal merit and therefore have little chance of being won. In the United states federal and state rules require that an attorney confirm the factual basis for any claim or defense and an attorney can be sanctioned by the court for wasting the court's time, the other parties' resources and legal costs.

To know which the U.S. court system did not make a ruling in would be easier to do if a person knows what the following information is. Without knowing this it is difficult to know which would be the correct answer.
If you are at school, you are probably a minor. If the police wished your testimony the court system would have to obtain this with appropriate care.
Without lawyers, there would be NO court system. Without a court system, there would be NO justice. There are good lawyers and bad lawyers, good doctors and bad doctors, good policemen and bad policemen, good teachers and bad teachers, good construction workers and bad construction workers, etc.
They would have both a local appelate court for the local Commonwealth court system and a federal appelate court for the federal court system.
It depends on what the fine is for and how it was imposed. Generally, court ordered penalities/fines cannot be discharged, as that would against public policy in letting you escape without the court/society deemed penalty.
Society would be exactly where it is now, but without space exploration,and possibly without air travel.
