More a philosophical question but most likely the answer would be that science is the basis of technology not the other way round. Technology is the practical use of science. You can still understand science without using it in practical terms.
Harvard Law School is the obvious answer, but if you want something that is useful, I would recommend electronics with a specialization in RF technology.
It Depends on the type of technology. If your talking about computers,TV's,raidios, ext. Then the goal would most likely be to entertain. But if your talking about heart moniters, robotic legs, or other medical advances then the goal would to be improve the human life. P.S Sorry for the spelling mistakes i am trying to type on an ipad.
