The Hunger Games Trilogy has a lot to do with standing up against a cruel government that doesn't do things with the nation's best interests in mind. I guess, in a way, it could symbolize war. But, remember people, it's fiction written simply for entertainment. I seriously doubt Suzanne Collin's wrote it for "a secret message for war" as other questions state.
