RNA polymerase would read the new nucleotide ( say, G instead of C ) and this would be the code for the mRNA leaving the nucleus and going to the ribosomes for translation. This new code could be neutral, but remember that one nucleotide difference in the code that effects the synthesis of a beta subunit in hemoglobin manufacture causes sickle cell disease. So, the change could be neutral, detrimental, or, occasionally ( in the right environment ), beneficial.
