"Never to be" refers to something that will never exist or happen in the future, while "never was" refers to something that did not exist or happen in the past. The former is about a potential future event, while the latter is about a past event that did not occur.
People have different opinions about this question; some think that it is never ending, others think it is not. In my opinion I think the universe has a boundary and is not never ending due to the fact that everything has an end, it cant go on for ever, but its your choice what you think about it - like religions, people believe what they think is more likely to be true.

If oxygen had never existed that universe would be unrecognizably different from the universe we know, because the creation of oxygen in stars is a consequence of the fundamental laws of physics. For oxygen never to have existed, the laws of physics would have to be very, very different from what they are. Taking a narrower view, the world would be a totally different place since practically all now existing animal species - including humans - rely on oxygen for survival.
