Well at one point they must have had dog bark at them and now they are scared or it's a new animal to them and they think it's a monster
Just spend more time around dogs show him/her other types of dogs they will start to realise they are common thing and when they are ready they will pet
Go to a pet store let them pet a puppie and work your way up(baby steps)
