The simple answer is to wire all the lights in parallel. In a bathroom vanity light, sometimes we see a number of light bulbs in the fixture. If one bulb fails, the rest stay lit. They are wired in parallel.
The mechanism that fails in an incandescent lights is the filament. It degrades over time because of current flow. Hence, you would expect the dimmed light (less current) to last longer. This would not necessarily be true for other types of lights.

The light which comes from Florescent tubes is called COOL LIGHT. Another example is L.E.D. lights as well. The light other than Halogen Lights is cool because Halogen Light is warm light.
This is operating as intended. Brake lights are only activated when the brake pedal is pressed, irrespective of the other lights in use. It is a safety feature so vehicles behind are aware the brakes have been applied. They are separate from the tail lights so they still give a visual indication of braking whether the other lights are on or off.

If you remove one light from a chain of lights, and the other lights turn off, then it is a 'series' circuit.
Check the brake light bulbs, Check the brake light fuse, Check the brake light switch, In that order.
