Have someone else turn the key while you listen for a "click" from the relay.
The starter enable relay is located behind the driver side kick panel (where the hood latch release is). To access, there are two screws that hold the kick panel in place. Remove the screws, pull out the kick panel, you will see a black plastic relay with four wires going to it. This is your starter enable relay. There is no such thing. There is a starter solonoid which is on top of the starter. actually there is a starter enable relay on these camaros. i have an 89 iroc. the starter enable relay is used with the 'pass key' anti-theft system. there is a resistor in the ignition key, without the special key, the car won't start. this pass key system energizes the starter enable relay, allowing voltage to pass to the starter solenoid.

Starter enable relay is under the hood in a fuse box that runs along the bottom of the windshield wipers, ther are (2) twist knobs and (1) wing nut in the far left hand corner of the fuse box cover. remove cover. now you will see a group of smaller fuse box remove covers and look inside there will be I.D. to tell you which is which. The starter enable relay is not at this location. Its a theft deterrent system and is well hidden.

The starter relay is on top of the starter.
It's probably part of the starter itself. Look to see where the BIG positive wire from the battery goes. I'll bet it goes to a little cylinder that is part of the starter. This little cylinder is the relay and starter solenoid that engages the starter gear into the flexplate as it closes the relay to the starter to turn the engine over. TommyTrouble
