all you need anywhere in the UK is the permission of the landowner to scatter ashes. if it is on the likes of Mountain rangers etc. it would be the crown. I strongly advise getting permission as it would be dreadful if you were scattering and some official came up to you and told you that u were trespassing or 'littering'. there are companies that do this as a service but again before passing over a loved ones remains make sure they have a letter of authorisation as again it would sully the memory of the person if it was done on the sly as such.
