Well, obviously, if there is a rotten smell to it, just like any other meat, you wouldn't want to eat it. If the color has changed, greyed, you shouldn't eat it.
If you are wanting to know how to SHOP for fresh fish and avoid the older stuff that's on its way to going bad, the first indicator is smell. The more it smells like fish, the longer its been out of the water. You're looking for more of a sea water smell, and not fish smell. Look for firm, somewhat clear looking flesh, if its mushy or off color, you might want to select something else.
Fresh fish does not smell of fish... if it smells strongly of fish don't cook it.
If the head is still on the fish, the eyes should be clear and should stand out (a bit like human eyes) and not be dull and sunken back into the head.
The fist should feel smooth if you move your hand along it from head to tail, and should not be feel slimy.
touch it in the middle (with clean fingers of course!) and if it is too hot to touch for more than a second, then it is cooked. with tuna steak though, some people like it rare, it all depends on what fish you are cooking.

There hasn't been any information on what is the shortest fish, all I know is that the skinniest fish is the Trumpet Fish. But I have no idea what is the shortest fish.
I would say they may have been good fish to start. But I know the Walmart by me neglects their fish and I would never buy one from them. When you are selecting a betta be sure to look for good color, clear eyes, smooth bodies and no protrusions.
