How does evolution know to change something?

It doesn't. Evolutionary processes are blind and are just a response to the immediate environment made possible by the variations in organisms. Example: A population of organisms varies by the thickness of their fur, Some have, by degrees, thicker fur than others. The immediate environment turns very cold, Those organisms with thicker fur would have a better chance of survival and reproductive success than those with thin fur. They would pass those traits on to their offspring. Still there would be variation due to recombinant reproduction and mutation. So, if the immediate environment changed again there would be some variants that might be successful. This is a simplistic explanation, but you can see now that evolution does not need to know anything, but just responds.
