I just replaced mine. It is located on the passenger side just in front of the rear wheel. bolted to the frame. Take the one bolt out that holds it to the frame. The filter then will drop down a inch or two. Take the two fuel lines off (be sure to note which is in and out so you put them back on right). On mine one line came off by loosening a hose clamp and the other had a quick release. I had to push and pull the line several times and the line came off. Put the fuel lines on the new filter and then bolt the filter back to the frame. you are done.
A Dynasty would have an a413 or an a604.
The only fuel filter comes as part of the fuel pump assembly. So you would have to remove the fuel tank and replace the pump.

The fuel filter is not servicable. You would replace it with a new one.
your cabin filter might be dirty
On most newer Dodge vehicles the pump assembly includes the filter and is located in the fuel tank. I would bet that's where it is.

The filter is actaully located inside of the transmission itself.....you would have to remove the transmission and tear it apart to get to the filter
center console? air filter would be under the hood. do you mean cabin filter? No. I mean air filter. This is a Van, not a truck. Lift up the edges of the carpet around the center console and you will see the screws.
Dodge Spirit and Caravan are the only ones I can think of as they carry the same wiring and everything as a Dynasty would.

A 1998 Caravan was never built with a cabin filter.
Anything is possible, but that would fall under why. The cost and amount of labor required would be very high.

The air filter is located on the driver's side. First you would need to remove the support brace that runs over the top of the air filter box. Then remove the clips that clamp the cover to the air filter box. Now you should be able to remove the air filter. An instructional video showing this process has also been added.

You can't, the fuel filter is a part of the sending unit and would require you remove the fuel pump.
Remove the oil filter and then remove the extra o-ring that's STUCK up in the engine block were the filter seats against. It should ONLY have ONE O-RING and that will set on the top of the oil filter.
