I just replaced mine. It is located on the passenger side just in front of the rear wheel. bolted to the frame. Take the one bolt out that holds it to the frame. The filter then will drop down a inch or two. Take the two fuel lines off (be sure to note which is in and out so you put them back on right). On mine one line came off by loosening a hose clamp and the other had a quick release. I had to push and pull the line several times and the line came off. Put the fuel lines on the new filter and then bolt the filter back to the frame. you are done.
A Dynasty would have an a413 or an a604.
The only fuel filter comes as part of the fuel pump assembly. So you would have to remove the fuel tank and replace the pump.
It Has An Orifice Filter & A Filter Dryer, But These Are Not Changed As If You Would An Air Or Oil Filter.
The fuel filter is not servicable. You would replace it with a new one.

On most newer Dodge vehicles the pump assembly includes the filter and is located in the fuel tank. I would bet that's where it is.

center console? air filter would be under the hood. do you mean cabin filter? No. I mean air filter. This is a Van, not a truck. Lift up the edges of the carpet around the center console and you will see the screws.
A dodge pickup 1500 would stall out while driving because of a defective air filter.
