The main reasons that a computer is not turning on could be:
1-Broken RAM memory(burned),
2-Graphic memory broken(burned),
3-Cables aren't right inserted or is broken,
4-Open your PC up and check if the ventilator inside the PC is still going if not than that's the reason,
5-You do not have a Hard Disk in your PC,
As I work as a IT I think that those are the main reasons for a computer not turning on.
Power to the machine is on/ plugged in
Power connection to the Computer is in (always take it out and put it back in dont assume)
If the plugs is fused - check the fuse has not blown - (do this by swopping with a fuse of the same size/ratting) DO NOT BE TEMPTED TO PLACE A HIGHER RATTED FUSE I A PLUG
Test another electric device in that socket to ensure you have power there
Is the computer on a multi socket? test the extension by swopping with another
If you have checked all of these then maybe the computers power converter is blown
Whether it is correctly plugged into the wall.
You should first test if the power supply works. Use tools that are able to measure current from a power supply and be extra careful.
if your asking how to turn on the computer then i would say probably pressing the on button. or holding the power button til it turns on.
The PC power supply box's function is to supply the computer with power. Without the PC power supply box, the computer would not be able to turn on and off.

In the case of a desktop computer a power supply that in turn plugs into a household outlet provides power to the internal components of the computer. In the case of a laptop or tablet a battery provides power.
