You can use either or both ping/tracert.
Use a dos prompt command "IPCONFIG /ALL" to see if you are reaching the WAN. Also try "IPconfig /release" and "Ipconfig /renew" to see if you can release and renew your Wan providers IP.
If you can troubleshoot the problem without opening your computer, that is best. So, connect a known working monitor to see if it works. If not, I guess you have to suspect the video card. :)
It will be either defective fan switch, motor itself, blower motor resistor pack, blown fuse, or defective wiring. If the blower runs on high but no other speed, suspect the resistor pack.
Go to Google, Yahoo, AltaVista, or any other search site that has an app for your browser and re-install it. If the problem remains persistent suspect virus involvement. Troubleshoot through the vendor of computer or a troubleshooting forum.
Does the light come on, when switched on? Most likely, a relay is at fault. If one seat works, and the other one doesn't, switch relays, and see if the problem moves. Next suspect would be an open circut possible. Check continuity of elements.

With the engine fully warmed up and running, open the hood and locate the two heater hoses. Feel each heater hose with your hand or use a infrared temp gun. If one hose is hot and the other is warm or cold I would suspect a plugged heater core. Try flushing it. If both hoses are almost equally as hot I would suspect a temp blend door problem. If both hoses are only warm I would suspect a faulty thermostat. Replace it. If applicable, be sure the cabin filter is clean.
