I think you mean pellet gun. That is a gun that fires a small lead pellet but does not use gun powder. It uses compressed air or compressed gasses to push the pellet.
Air rifles can push a lead pellet at or close to the speed of sound. Yes they are lethal, and very accurate.

A pellet rifle has no firing pin. It also can not fire a bullet or gunpowder. It can not be made to do so either. The pellet has no charge (casing like a bullet) it just a pellet. However pellet rifles can be just as deadly as a real firearm. They use Air or C02 to project the pellet downrange. Some Pellet rifles are used for hunting, others for target practice. The Major difference between a firearm and an air rifle, is Gunpowder is use in Firearms and Air or C02 is used in Air rifles.
Pellet feed contains air in the pellet. Also, the density of the pellet is lighter than water, thus enabling it to float on the surface of water.
In general, an air rifle will drive a pellet faster, since the longer barrel permits the pellet to be pushed for a longer time.
Pellet guns shoot lead pellets. The advantage of a lead pellet is that it is heavy, and can be shaped into an aerodynamic cone shape that cuts through the air. They are also more responsive to the rifling inside the barrel and spin as they fly. Pellet guns are actually quite different (and much more accurate) than bb guns. You can actually kill small animals with a pellet gun so if you are looking for something that's more of a toy you might want to get an airsoft gun. Those shoot plastic bb's and are non-lethal.
The rifle will fire without a pellet, but over time it will ruin the air chamber and air piston inside the chamber. When you pull the trigger the air piston slides forward inside the air chamber compressing the air behind the pellet. At the last moment it actually slows down as the pressure builds and fires the pellet. Without a pellet in the loading port the piston has no resistance and just slams against the stop. This will eventually ruin the rifle.
