First you need the first 3 gym badges and you need to bee in ecruteak city. Then go into the burned tower and you'll see Euisine and Morty, the gym leader. Euisine will talk to you and show you that raikou, entei and suicune are in the hole in the floor. In the burned tower there will be stairs going down so you are near the 3 pokemon. go next to them and press A. They will run off.
Entei and Raikou can be found in the wild after this at level 40 but suicune will go to a certain spot and you keep chasing suicune until it will go in the wild.
