You can delete your account, but you can't delete the website hotmail as a whole. To delete your account, you go to your settings and account information then close account.

As per my experience the hotmail account is automatically deleted from their list if the account holder does not login to his own homepage and account of hotmail for a longer period i.e. more than a month. To delete your account you go to the little arrow beside your name at the top right and go to accounts and scroll down until you see a whole bunch of options and it says close account choose that one:)
