Next he'll get angry, and big chunks of ground will start to come up wherever you walk. Get the big rock sitting by the bathroom (to the right of Sir Rebral). Push the rock under him, just a little right of directly under him, and the piece of ground should push the rock up to hit him. He'll fall down and then you cuff him.
