The jetpack is only used on Early Poptropica. There is no jetpack on Super Power island. Catch the first 5 super villains and you receive super flying power, so that you can chase the flying villain, Betty Jetty.

You can only get the power to fly. You can only use the flying power on super power island. You can though get a jet pack on early poptropica island and fly around on that island all you want with the jet pack but you can only use it on early poptropica island. - yeahdudes

There is no such cheat, and indeed no cheats or shortcuts at all on Poptropica. As part of the island quest of Super Power Island, defeating the super-powered villains gives you the power of flight - but only on that island. (see related question)
