There is a "banjo" nut on the top of the filter housing, place a rag over it and loosen it gradually to bleed off the pressure.
Could possibly be the electric fuel pump is not producing enough pressure. Or the fuel filter is clogged from not changing it, or a bad load of gas clogged it. Perform fuel pressure test if filter is OK

You can't. Remove the gas cap to release any pressure in the tank. Remove the filter and you will not loose much fuel as only the fuel in the line will run out.
