After a bit of searching in many of the metro's compartments, you will run into M.A.R.G.R.E.T. Engage into conversation with her and steer the conversation into her powering the presidential monorail. You can now use it freely!

There lots of broken pipes in Fallout 3... mind you 200 years ago there was a nuclear war, so a lot of pipes broke. You can find quite a lot in abandoned metro stations.
The XFI metro has 49 horses the base metro 3 cyl has 55 horses a 1.3 4 cyl metro has 70 horses.
Occasionally Fallout: New Vegas will freeze, but not as frequently as Fallout 3.
it is in the middle of the DC ruins, if you go to GNR and take the back way, then go through the metro eventually you will get to the mall and you will see it from there :D

Its simply called Tribal Power Helmet Mod. Hope this helps!
I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
