The ignition switch could be bad if a Hyundai Elantra has no crank and then starts. The fuses which are tied to the ignition should also be checked.
More than likely DOT3. It is listed on the master cylinder fill cap.

Currently there are no Hyundais that are compatible with E85. Hyundai specifically states in the owner's manuals that if you use fuel that contains more than 10% ethanol, your warranty will be voided.
5w30 or 10w30 will work. I wouldn't use 10w30 in areas colder than 0*F though.

We own a 2001 elantra. We baught it new and have put119 ,000 miles on it. We have replaced the timing belt. Hyundai replaced th engine carriage and rocker arms because we live in the rust belt. Hyundai paid for that. Nothing other than tires and brakes.

I would say at least 2 litres, have just done my 98 Lantra (Lantra in New Zealand, not Elantra) and put 2 litres in, following a good flush out with clean water and hot run. Depends where you live, as in how cold it gets, but I'd say you are safe putting 3 litres in, but no less than 2.
I cant stress how badly you should check the manufacturers specification. That said, if the bolts and nuts are steel use no less than 50 ft pounds, but 60 or 80 are not uncommon.
Just depends where you go. Dealers tend to be more expensive, sometimes more than $100+ while independent shops and even gas stations will do it from around $40-80. You'll need to call around.

More than likely you have a fuel pump out or the starter which is really easy to change is not catching on the fly wheel.
