I'm 17 and have a small penis its about 3.5-4 inches erect my bone scan shows my age is at 15 i had a high A1C but its much better now I just don't know why my penis hasn't gotten bigger yet any help?

The AVERAGE penis size in adult men is 5.5 inches. That means that half of penises are longer than that, and half are shorter than that. Your penis is within the range of NORMAL.
There isn't any way to increase penis size--don't fall victim to scams that try to sell you things to enlarge your penis.
So, stop focusing on your penis size and start focusing on how to USE it. A small penis is still sexy and can still satisfy a woman (or a man, if you're gay), so focus on learning how to use your penis.
