Maybe its your personality. Maybe they Think your to mean or a jerk who knows but it could be.
Try talking and listening to a guy. Talk about what he is interested in. Flirt a little bit. Casually touch a guy on the arm when you are talking to him. Show a little bit of the old bod. A little leg, maybe undo a couple of buttons on your blouse. Nothing hard core or anything, just a little bit to let the guys know you are physically interested in them.

No. If you pay attention you will notice that there are lots of beautiful girls who seem to get no attention by boys at all despite their looks. One reason for this can be that you are looking at a situation where guys aren't very likely to show their interest openly, school for example. Another reason is that only looks won't get many guys interested (except if you're really miles above average). Attraction depends mostly on behaviour, whereas a certain behavious will be attractive to guys with a similar behaviour. Being open seems to be attractive to most people though; that goes for both girls and guys. That means if you are a quiet girl, you will be most appealing to quiet guys, and those aren't very likely to show their interest in you in front of everyone. To sum up, if guys don't seem interested in you, that only means you're either not looking close enough or you are not exceptionally beautiful (as in the hottest girl around).
