To change the key cylinder on Chevy Celebrities and many other GM cars:
Remove the steering wheel.
Using a lock plate depressor remove the circlip that holds the lock plate down and remove it.
Remove the spring and turn signal cam. Make note on where all of the parts go so you will be able to put them back.
Remove the hazard light switch from the turn signal switch,
Remove the turn signal switch.
Pull out the buzzer contacts. Observe carefully how it goes in so it can be put back.
There will be a screw holding the lock cylinder in. It is often a torx screw and sometimes an Allen screw.
At this point the cylinder assembly should pull straight out.
Reverse this procedure to put the new cylinder in and reassemble the rest of the parts.
It depends slightly on which of the components you are asking about, that is the pump, the rack and pinion or what ever. Please ask again being more specific about the exact bolts you are having trouble loosening or explain what you are trying to change or remove.
Is there such a thing? First define what you want to do. Are you trying to get the attention of a celebrity? Are you trying to collect former possessions of a celebrity? If your version of "groupie" is to just be a fan of a celebrity, just declare that you're a fan and you're successful.

I am not sure of what you are trying to ask - if you could please change your wording or/and be more specific.
I would suspect the ignition switch has failed. This is the ignition switch not the tumbler assembly that you insert the key in.
A mechanism that locks the steering wheel if the ignition switch is not in the "run" position, preventing someone that is trying to steal the car by hot wiring the ignition from driving the car.

I don't know of a "reset button" on a Chevy Celebrity. If you are trying to clear codes on the ECM (engine computer) there are two ways to do it. The easiest way is to pull out the ECM fuse on the fuse block. The other way to clear the ECM codes is to disconnect the battery for a few minutes. Either way have the ignition key in the off position to avoid possible damage to the ECM. Hope this helps.
