It can only be used if you have a webcam installed and running on your computer. Allow the webcam to work, and you will see yourself. Above your live image, you will see a bar saying 'Take Photo'
On the right hand side of your image, you will see a list of effects. Use the scroll bar to scroll through the different effects.
Choose your favourite and click its name on the list. The effect will be on your photo.
Now that you have chosen, click 'Take photo' and save it to FaceBook to show your friends
