There isn't one. Only 8gb and 16gb.
Last time I checked the 8GB version was $199.99 and the 16GB one was $299.99. I don't know if you call that cheap, but it is to me. The price has dropped dramatically since it was first released.
Apple don't make a 16gb version of the 4th gen, so no-one will have one. You will have to get an 8gb version or a 32gb version.
There is currently no 8GB iPhone 5. We can expect one to arrive this fall (2013) when the next iPhone arrives.

the iphone is cheaper then the ipod because you are paying a monthly fee on the phone and a one time for the touch
8gb are cheaper but hold a lot less memory, a 16gb is a lot more expensive but holds so much stuff however i think you should get the 8Gb simply because people have been having a lot of problems with the 16GB ipod touches. I have a ipod touch 8GB and i haven't even used all my memory yet i have 3 GBs left and i said no way when i first got one i thought i would use all that up in like 5 minutes but look at me i haven't.

But since most of us are on a budget, it depends on how big your music/movie collection is. 16gb should be fine, and that means you can also get the cheaper iphone 3G, which is very similar to the 3G S but still came in 16gb. Short answer: If you want the best, 3G S 32gb If your on a budget, 3G 16gb
No. Apple wants to milk consumers for every cent so you have to pay $100 extra for each 8GB more of internal memory.
It depends how large the capacity of the MicroSD is! E.g: An 8GB MicroSd can only store half of a 16GB one and a quarter of a 32GB one.
It depends on the iPhone's capacity (8gb, 16gb, etc.), and what kinds of apps you are using, since each app takes up a different amount of space.
