I am a level 28 on RuneScape. What should i fight to get my level higher quickly?

It depends on your combat stats but fighting level 8 cockroaches would be good as they have 11 hitpoints.
They will also drop items such as runes, bronze weapons/armour, gems (including uncut diamonds), coins and even limpwurt roots.
