Any answer really is just an opinion in today's world. In the past, 'degrees' held much more weight than they do now. If I were in a position to assess PhD candidates, in a heartbeat I would take someone with an 18 month degree and who proved her/himself by gaining impressive skills in the work environment, over someone with a 2 year degree and mediocre skills. If you have choices, go for the program that emphasizes gaining skill regardless of the length of the program. Such programs will have a good internship opportunities. Also, look for programs that have impressive records getting people into the field after graduation. These are the things that should carry weight when you go for your PhD. These are opinions and not based on any kind of research.
Here's an idea. Check with a few PhD programs, and ask about this. It is just a hunch, but I suspect you will usually hear something that is close to the above. If not, go with what they tell you.
