It depends on why one is wearing a bra. In the US, where the bra often essentially is the Western woman's veil, I suppose it makes sense to make girls wear a bra as soon as there are evident breasts - ie at Tanner stage 3. If the purpose is to hold in and support the breast, it's enough to start at Tanner stage 4 if the breasts are largish, and at Tanner stage 5 if they are smallish.
