I am legally disabled and my neighbor told me I have a problem with you claiming you are disabled and see you mowing your lawn Is this harassment?

Yes this is Harrassment, and just because you are disabled does not mean you are unable to mow your lawn... also it does depend on what your disablement is, Also I would tell your neighbor to mind their own buissness!
