It is a term used to refer to anything that is permitted. In the case of meat, it means that it is:
1) From a permitted animal for consumption.
2) Processed in the right way.
Processing means:
1) "In the Name of God" is said when slaughtering.
2) The animal is slaughtered by cutting its jugular vein with a sharp knife. The knife is to be kept out of the animal's sight so that it does not become scared. Cutting the throat is actually a very merciful way of slaughter. The animal only feels the initial cut, then, as the blood flows quickly out of the jugular, it simply loses conciuosness.
This way insures that almost all the blood will leave the animal because the heart is still beating.
