You need to convert .mp4 files to one of these formats:
.asf, .avi, dvr-ms, .m1v, .mp2, .mp2v, .mpe, .mpeg, .mpg, .mpv2, .wm, and .wmv
Free video converters are available online. Simply Google: free video converters.
Once you've downloaded a video converter, follow the conversion instructions making sure your "output source" is one of the extensions listed above.
When you have successfully converted the video, you will be able to import and edit the video in WMM (Windows Movie Maker).
