If you broke you iPod Touch where there's dents in it, tons of scratches, no screen or anything with just the base, you could send it in to Apple to fix it. It's hard to determine how much it will cost, it may be cheaper to just buy a new one.

The screen on the iPod Touch is not scratch-proof. iPod Touch screens are prone to scratches, and must be taken care of accordingly. Screen protectors are a good way to take care of them. They dont cost much and you can hardly notice them when applied
It's up to you to choose, it's better to get a screen protector since scratches would mess up the touch screen and make it harder to use, but you dont have to get 1, just better to do.

Displex could be the answer to your scratches, Although the scratches cannot be too deep, but light ones should disappear. On Youtube you can find movies where they remove scratches with tooth paste or bananas, but that certainly doesn't work for me. :-) I hope this helped.

Its actually FREE! but the bottom not the top this is how you do it: just touch the screen with your hands! oh and you just touch it without activating anything.

On some touch screen phones theres a little pencil like thing that doesnt write its just there to poke the screen with precision
