I can't find the boss in saffron city in building Pokemon Yellow?

You need to find the card key which is on 5F at the bottom. There will be a teleporting panel and a rocket in your way but don't let that put you off. Go onto the teleporting panel and then back again. Afterwards go down to 3F and use the card key to open the barriers in the middle of the room. One of the teleporting panels there will lead you to a room where you battle Gary (and talk to a silph worker to pick up a Lapras). There will be another teleporting panel. Then Team Rocket will battle you. Defeat them and move on down for the boss.
