I didn't have any panties or bras so I walked downstairs naked and my daughter saw me - now whenever she is home she is naked - I tell her to put on clothes and she won't - what should I do?

You have established a precedent by walking around the house naked yourself. Your daughter obviously feels comfortable in the nude as well, and wishes to continue doing so. In her mind it would probably be hypocritical of you to not respect her wishes.
However, you are the parent and have the right (as well as the ultimate responsibility) to set ground rules. It's possible that your daughter is a free spirit; but it's also likely that she's acting out as a way of rebelling against your authority.
Let her know that you consider her behavior inappropriate, and that it must stop. Make sure any other adults in the household support you in this. And stick to your guns; if need be, discipline her for continued misbehavior. And of course, from this point on be a better role model yourself.
