Try putting the turtle in a dark corner. Or cover it so that it has a nice shaded area to dine. Then place some food near the shelter and if all else fails the turtle probably has a specific diet and you should clear it with a vet just in case it is sick.

I would take it to the vet. or if it doesn't seem to be hurt too badly, get it out of the road and release it somewhere where it should be safe. but be very careful if you do either. turtles can bite! or there is always turtle soup. but you you will need a large pot and a low heat. season to taste.
