Well, are any of the other 1998 dimes in your pocket very shiny* and magnetic? I'm willing to say not.
There are at least 2 possibilities:
> It's a fantasy piece someone made out of steel or similar metal. In that case it's worth nothing.
> It's an off-metal strike that happened when a blank intended for a similar-size foreign coin accidentally got mixed in with normal dime blanks. That's a true mint error and can be worth something.
Unfortunately the only way to tell would be to have the coin examined in person by a dealer who handles error coins.
(*) That's one 'n', not two. "Shinny" means to climb up something in a wiggling fashion.
