I got a PS4 yesterday and i wanted to know if you can transfer xbox 360 Minecraft saves to PS4?

No, Xbox and PlayStation Store their saves in different ways. Not only that, but each system saves their data differently from one generation to another. You couldn't move a save from the xbox 360 to a PS3, you couldn't move the save from the PS3 to the PS4. So, I'm sorry but you can't transfer a save from your Xbox 360 to your new PS4.

Why isn't there a saves folder in my minecraft folder?
The saves folder is in a hidden folder in application data called .minecraft. The directory to the folder is: My documents/Application Data/.minecraft. There is a folder in .minecraft called saves which contains your saved worlds. If this folder does not exist, then perhaps you have not yet played any worlds on that computer or somebody has deleted the folder.
