It depends on the extent of the finger injury. If it's a plain old paper-cut, then there is no point going to the ER or even the doctor. However, if you have accidentally chopped off a finger and is bleeding profusely, going to the ER might be a better idea.

If you have one finger that is shorter than the others on one hand, it's not that big of a deal. Going to a doctor can rule out specific problems such as Marfaan's Syndrome.
Probably the cheapest, most effective method would be to wash your hands in running water just as cold as you can possibly stand. Make sure to use plenty of soap, in particular on the ring finger. As your fingers get colder, they will begin to constrict. Likewise, by working the soap (liquid, non-foaming would be best) on and around your ring, you'll be lubricating the ring. At this point, with minimal effort, you should be able to pull the ring past your knuckle, and it should be a fairly simple process from that point. Another method is to slide a string under the ring. Then wrap it as tightly as you can around the finger headed toward the end and over the knuckle. By pulling the string under the finger it will slowly move the ring up the finger and over the knuckle. Be careful! You may want to consider going to a jeweler's and having them cut it off as a safer way of removal.
My fractured finger has not healed for over about 3 years so i think I'm stuck with it unless i want to crack it back. If you have a fractured finger treat it right away or you will be stuck with a crooked finger. I agree. I just recently fractured my finger during gym class. I went to urgent care and they put me in a splint. You might want to talk to your doctor about finger therapy to help it work normally again. If the fracture is going into your joint space, it can mess up your finger. So you might have to have surgery.
No as long as it does not interfere with the proper positioning of the joint it should not be a problem with osteoarthritis.

There was a trench knife issued to US Army troops that was a knife that had a "Brass Knuckles" handle. Brass Knuckles is a brass "ring" that you slip over your hand, each finger going into a loop. This is used for hand-to-hand fighting. The knife had this same construction as part of the handle/grip. I'm not sure if this was an official Army issue. The Army preferred the soldier carry a bayonet that would fit onto the rifle. This brass knuckle trench knife couldnot do this.

If you are going to give someone a ring though, make sure you put it on their left hand, ring finger.
