This means your signal relay is likely worn out or your car is wired with more resistance on the left side of the circuit. A signal relay works in conjunction with the amount of resistance present in the circuit. A small coil heats up and clicks back and forth. The more the resistance, the more it heats up and the faster the clicking. The headlights on your car are probably wired with the right hand side signal light for some reason causing the resistance in each circuit to even out and sync your flashing.
Well kinda. The highbeam "flasher" function is connected to the turn signal arm.
Check the contacts on the turn signal bulbs. Sounds like there may be a crack between the two contacts allowing the headlight/tailight voltage to cross over onto the turn signal contact. Hope this helps. josney613@hotmail.com

I could not be sure about your particular problem, but I had to replace the Multi-Function and Turn signal switches in a 96 Lumina for similar strange problems of Brakes and signals not working in particular scenarios.
If your blinker is blinking at a faster rate than normal, it usually means that one of the bulbs is out. For example, if the left turn signal blinks faster than usual, check either the front or the rear left turn signal. If both turn signals seem okay, check the front left parking light. (this is the front orange light that is on when your headlights are on)

a: you have a shorted filament in your turn signal light (arcing from turn filament to park light element, b: you have a bad ground at the headlight orturn signal associated with the issue c: you have the incorrect bulb installed in one of your turn signal lights d: most likely, you have a burned out bulb on one of the front side markers (these flash with the signals when headlights off using the ground plane of the parking light, as well they flash 180 degrees out of sync when parking/headlights on.
That can happen when there is a bad ground to one of the lights.
