I have a 1994 Honda Civic CX Manual Transmission. My plugs are a tad dark but in working condition. My plug wires are new. Fuel pump is turning on. Radiator was shot but changed. What can it be?

if its not turning on then check the head gasket you might be leaking water in to the block this is very bad. i had the same problem, and i changed the gasket out but then the head cracked so.... what you need to do is replace the gasket and make sure you get the head machined OR get a swap i found a nice d16y7 for 500 so maybe check it out
