idle is controlled through the engine control module. the input is the throttle sensor the output is the idle speed stepper motor. The motor should be removed and the motor and throttle body should be cleaned.
A throttle body can be cleaned without removal. Several spray cleaners for throttle bodies are available at your local auto parts.
The water pump on a 1994 Chrysler Concord is changed by removing the engine accessories, disconnecting the radiator hoses, and unbolting it from the engine block. The surface is then cleaned, a new gasket installed, and a replacement water pump mounted.
A cheaper option could be to clean the mass air flow sensor and throttle body, if that still doesn't help i would try replacing the 02 sensors and mass air flow sensor.
The 95 models did not have the spider on them. It was a TBI / Throttle body injection system. If your engine is a vortec, Then no it can't be cleaned.

There is no set time. It would be cleaned when needed and some may never need it.
Try having the throttle body cleaned.
