I have a 2000 Chrysler voyager and when you turn the defroster or AC on its loud and if you give it gas to go it gets louder and revs up What could cause this?

The air being blown through the defroster vents, either from inside or outside, has too much moisture in it and the glass onto which it is being blown is below the dew point of the air. Turn on the defroster or air conditioning with the temperature turned up to the highest setting, and you'll remove any residual moisture sitting in the vents.
